I found this review, well respected.
I re-wrote the review to make it more relevant to us.

3 criteria (in order, each out of 100)
Zero Holding (How easy it is to re-tap without losing any distance)
Repeated Holding (How easy it is to repeatedly re-tap without losing much distance but reduce tension. 0.5m lost in 5 taps considered a success.)
Reeling (How easy it is to reel)

The statement "I caught the White Tiger Shark with an iPhone 4" was considered a joke because seemingly nobody has managed to catch it.
However after iOS6, almost everyone who upgraded reported improved experience and lots of people started uploading pictures of caught WTS's.

I initially wanted to buy an Android phone after reading this review but I might as well just upgrade to iOS6 and see if it really is better. And if it is, expect to see 20 WTS in my Aquarium.

No, that's all they had.
Interesting fact is that older phones score better. I think it's because Android prioritize internal processes while Apple does graphics, thus Android phones giving a bigger time window for us to zero hold consistently. (Well at least that's the theory coming from a Computer Scientist)

Try comparing your phone with the one from the list that came out at about the same time.
I know tablets score well especially on reeling category because if you put your finger at the inner circle and trace the inner circle of the reel, you can do crazy DPS (damage per second).

I can only compare my Galaxy S2 and my wife's ASUS Transformer Prime, both on Android 4.0. We both play with stylus (reeling is much faster, than with finger).

I can agree with the above review for Galaxy S2.
About ASUS is that reeling is slower, because the screen itself is bigger and you need to do bigger circles with the hand.

playing on my samsung tablet is alot easier then playing on my samsung galaxy s3. Zero holding is great on the tablet and like depi said crazy dps when you reeling on the inner circle.
