The repair cost are proportional to the item cost and star items have a distinct way of calculating repair cost. The star to gold ratio must be really low in game because star items are always cheaper than its gold counterpart.
So Vivid Wise would be cheaper to repair than Solo Wise, just like how Hero D is cheaper than Hero A (and Shark the Blood cheaper than Red Shark and so on).
As for the rods, you just have to suck up the repair cost of good rods. As for the clothes, recommended gold items are the Sports set and the Spring set. Why? Let's look at #3
STR, AGI, CON are your character stats. ATT, SKL, CTR are your practical fishing stats.
Character stats do not translate well into fishing stats
49 AGI is 5 ATT, 14 SKL, 2 CTR.
14 STR is 4 ATT, 1 SKL, 1 CTR.
8 CON is 1 ATT, 1 SKL, 2 CTR.
So here's a comparison.
Spring Skirt is STR+6, AGL+52, CON+8 for 6,700G.
Rococo Skirt is STR+11, AGL+96, CON+11 for 83,300G
AND your previous clothes has to be sold because you can't use more than one.
for 76,600G you gain STR+5, AGL+44, CON+3.
So looking at the table above you gained: 6~7 ATT, 14 SKL, 3~4 CTR.
A jump from Solo Wise into Hurricane is 75,000G (because Blade is not worth getting)
It gets you: STR+20, AGL+20, CON+20, 80 ATT, 63 SKL, 49 CTR, 1 LUK.
AND you can still use your old rod at premium sites once you get good clothes (mainly star ones).
If you got the whole Rococo Set, about 400k gold for about 50 all fishing stats.
If you got the Infinity Rod instead, for 425k gold, 50 all character stats on top of 200 all fishing stats.

I don't think it's proportional tho, coz I have army hat which costs ard 70k and repair cost is only 30 per unit, while harvest dress cost 120k (only on harvest moon cake period, but same as the most expensive top available) and repair cost is like almost 100 per unit, so it's 3 times more expensive while the cost is less than twice.
Anyway, your recommendation is to buy just a spring set and save your money for expensive rod rite?
One more question, one of my friend has aquarium full of alligator gar, does he intend to do something with it? What about those star eggs from alligator gar?
The harvest dress is 50% off (which means absolutely nothing since it's not available outside of the event period), so the item would be 240k regular price.
So if you do the math, they are directly proportional.
My recommendation is here.
Sell the clothes and buy Spring set and go straight to Star clothes. Meanwhile, upgrade rods using gold. There's also recommended fishing area and baits depending on the rod you have (scroll down a bit, it's not in the first post)
As for the Alligator Gar, if you catch something that is not a boss in your friend's aquarium's practice fishing, you have a chance to get an egg of that fish. Star fish eggs also sell for stars, so it's a free source of daily stars if you're up for the time and effort required to do it.
And once your aquarium is purely star fish, your friends can get eggs off of you and you have more friends to get eggs from. Repeat this cycle and everyone profits.
